With a background in sociology, he mainly conducts research on comparative higher education policy – especially focusing on world-class universities, internationalization of higher education, and public-private relationships in higher education. He established his expertise in higher education policy and management though working experience at universities and public organisations such as Nagoya University, OECD, and the University of Tokyo. He is a board member at Japan Association for Higher Education Research. He is a co-editor of Book Series Higher Education in Asia: Quality, Excellence and Governance series (Springer Book Series).edit

This article examines the contemporary tasks of Japanese higher education, especially focusing on the engineering education. The author points out the significant role of international cooperation in engineering education to the national development of partner countries. At the same time, the collaboration should be transformed into more horizontal one, under the rapid change of global environment. The author also argues the importance of the commitment of younger generation for establishing a sustainable long term relationship between Japan and other countries

ABSTRACT This article examines the Japanese response in terms of innovation capacity and entrepreneurship enhancement under the ever-changing economic environment. Particular focus would go to the interactions among government, industry and universities in the national innovation system at a macro level, and entrepreneurship education at the institutional level. Several key universities were selected for discussion. This article argues that under the urge to supplement the internal research and development capacity of Japanese industry and maintain competitiveness, internationalisation efforts through the strong collaboration among government, universities and industry are essential to further the development of national innovation and entrepreneurship.

The increasing pace and scope of global structural change has left Japanese flagship universities at a crossroads. Reflecting upon historical trends, current policy changes and respective institutional strategies for global marketing among Japanese top research universities, the author discusses possible future directions for these institutions and how key decisions may be influenced by selected national policies. By taking a more active role in building flagship universities and making use of higher education for social and economic development, the Japanese government has already taken concrete measures to keep apace with higher education policies of neighboring Asian countries. However, in the author’s view, whether or not Japan can truly develop and maintain world-class universities ultimately depends on an overall improvement in the status of East Asian higher education.

Higher education has played an important role in the social and economic development of modern-day Japan. This chapter will discuss a small handful of key themes that contribute to our understanding of the country’s higher education system, including access and expansion, finance, privatization, internationalization and quality assurance. Of these, perhaps the most important is the element of expansion, otherwise known as the “massification” of Japanese higher education.
